How to reform CAP to improve agriculture's contribution to the Europe 2020 Strategy? Madrid June 2010

The window of opportunity is narrowing in terms of making political and budgetary decisions that will shape the economic, social, and environmental future of the EU through 2020. The “Europe 2020 Strategy” which provides the EU with a new strategy for growth was adopted by Heads of State and Government in June 2010. In 2011, the European Commission will begin the debate on CAP reform and the pluriannual financial framework after 2013. 

This document is the result of a seminar organized by Notre Europe and the Real Instituto Elcano in Madrid during the Spanish Presidency of the EU Council. More than a collection of analyses, it aims to contribute to public debate on the future of EU policies and of the EU budget by proposing to evaluate the EU’s most integrated policy in terms of its contribution growth targets over the medium term.

Do agriculture and the CAP contribute to smart, sustainable and inclusive growth? How can the CAP be reformed to enhance this contribution? The Spanish Minister of the Environment and Rural and Marine Affairs (June 2010), representatives of the European Commission, the Spanish Ministry of the Environment, IEEP, INRA, COPA-COGECA, Oxfam, Passions Céréales, and of the Universities of Wageningen and Cordoba answer these questions.
